The 2027 platform

Draft for consultation

This platform is still being written. Residents are invited to send their priorities before it is final.

01

Every child in class, through to a skill

Elimu Kwa Wote has reached tens of thousands of secondary school students. The next term is about quality: enough classrooms, enough teachers, and a route from school into a trade or a profession.

Draft commitments

  • Keep Elimu Kwa Wote funded every year and pay schools on time
  • Expand classrooms, laboratories and dormitories where enrolment has outgrown them
  • Train and retain local teachers through Mandera Teachers Training College
  • Grow TVET places and scholarships in health, engineering and ICT

What has been done

02

Reliable water in every ward

Water is still the first thing residents ask for. Move from emergency trucking to permanent supply: boreholes that work, pipelines that reach homes, and storage that lasts through the dry season.

Draft commitments

  • Complete the Lafey and Dandu water supplies and fund the Takaba Water Supply Master Plan
  • A maintained, solar-powered borehole network with a rapid repair team
  • Harvest the Daua: irrigation, storage and flood control along the river
  • Publish a ward-by-ward water point status so residents can hold us to it

What has been done

03

Care close to home

A renal unit has opened in Elwak and the county reports theatres working in Banisa and Lafey. Next, a staffed and stocked facility within reach of every settlement, and community health workers who are equipped and paid on time.

Draft commitments

  • Staff and stock every dispensary and health centre
  • Extend dialysis, theatre and maternity services to all sub-county hospitals
  • Equip and support community health promoters in every unit
  • Emergency referral that works: ambulances, fuel and a single dispatch line

What has been done

04

Livestock, farms and trade that pay

Mandera's wealth walks on four legs. Protect the herd, add value at home, and open cross-border trade so that herders, farmers and traders earn more from what they already produce.

Draft commitments

  • Routine vaccination and disease surveillance across the county
  • Markets, slaughterhouses and fodder production in every sub-county
  • Support irrigation farmers along the Daua with inputs and flood protection
  • Push for the border bridges and the Isiolo–Mandera road with the national government

What has been done

05

Ready for drought and flood

Drought and floods will come again. Prepare before they do: early warning that reaches every household, cash and feed that arrive on time, and a county that plans for the bad season in the good one.

Draft commitments

  • A standing drought and flood contingency fund
  • Early warning and cash transfers triggered by clear thresholds
  • Strategic feed and water reserves in every sub-county
  • Keep greening Mandera: trees, shade and cleaner towns

06

Jobs for the young, services for everyone

A county government that is near, digital and fair: sub-county offices that work, opportunity for young people and women, and peace between neighbours.

Draft commitments

  • ICT hubs, sports facilities and enterprise funding for young people
  • Credit and markets for women's groups and SACCOs
  • Services at sub-county and ward offices, with records online
  • Sustained peace dialogue within the county and across the borders

Give a few hours to the campaign

Campaigns are won ward by ward, by people who know their neighbours. Tell us where you live and how you would like to help.
